Commons returns geotagged photographs near Tbilisi coordinates with image URLs, upload and capture dates, descriptions, categories, creator/credit, exact coordinates and machine-readable per-file license metadata.

How the data is reached
Documented MediaWiki action API using generator=geosearch plus coordinates and imageinfo/extmetadata props. No auth for public reads.
Per file; tested results included CC BY-SA 4.0, CC BY 4.0 and CC0. Read each file's LicenseShortName, LicenseUrl and attribution metadata.

Each extmetadata key is an object; observed keys include DateTime, ObjectName, Categories, GPSLatitude, GPSLongitude, ImageDescription, DateTimeOriginal, Credit, Artist, LicenseShortName, UsageTerms, AttributionRequired, LicenseUrl, Copyrighted, Restrictions and License.
